HHSRS Survey

HHSRS Survey

Operating throughout the West Midlands, our HHSRS surveys help local landlords identify safety hazards and comply with housing standards enforced by local councils across Birmingham, Sandwell, Walsall, and beyond. Our qualified inspectors conduct comprehensive assessments based on the 29 hazards outlined in the Housing Health and Safety Rating System (HHSRS), grouped into categories such as damp and mould, excess cold, structural instability, fire risks, electrical hazards, personal hygiene issues, and entry by intruders.

Each hazard is assessed using a risk-based scoring methodology that considers the likelihood of harm occurring within a 12-month period and the potential severity of that harm. Scores are categorised into Bands A to J, with Bands A–C (known as Category 1 hazards) requiring immediate corrective action under the Housing Act 2004. We provide clear reports that highlight both Category 1 and Category 2 hazards, supported by photographic evidence and priority-based recommendations.

Examples of common hazards include:

  • Damp and mould from poor ventilation or leaks

  • Inadequate heating systems (risk of excess cold)

  • Trip hazards due to damaged flooring

  • Loose or missing stair bannisters (risk of falls)

  • Faulty wiring and overloaded sockets

  • Inadequate fire detection systems in HMOs

Our reports not only guide you on remedial actions but also help streamline the licensing process for HMO and rental properties. They are structured in a format that aligns with local council inspection expectations and are accepted as part of many property license applications.

Case Study: HMO Hazard Remediation in Wolverhampton

A landlord preparing to renew their HMO license requested a full HHSRS survey. Our inspection identified three Category 1 hazards: damp/mould in a ground floor bedroom, inadequate emergency lighting, and damaged flooring on the landing. We worked with the landlord to coordinate repairs within two weeks, and the council accepted our report and evidence of remedial work as part of the renewed licensing process—avoiding enforcement notices and tenant disruption.
